Do you need to connect to the Internet? For some people high speed Internet like broadband & DSL is either not available or perhaps just not desirable. Connecting to the Internet using a modem can be quite economical and avoids some of the security risks of "always on" types of connections. Not sure about all those WiFi signals? Do they pose a risk to your laptop?
Another scenario where dial up is still in use, is for satellite Internet access. Although the web pages are downloaded from the satellite, the "requests" are sent via a dial up account. So download via satellite but upload via modem. This can work very nicely because the requests for a webpage do not consume very much bandwidth, the bulk of the load is the high speed download side.
