We have become aware of some Internet Marketing that is pretty blatant in their allegations. Names have been removed, cause we don't want to upset the privacy czars.
One of my web hosting clients recently received an email from netbiz_dot_com that comes pretty close to implying a special relationship with Google and the ability to sell "positions" on the first page for select terms. Below is the email with individual names removed & website links removed as well:

this phrase and move to a different area or a different phrase when this
phrase is sold. It's up to you if you want to be on the front page of
Google, I am the tool that can make it happen. Google has 11 total spots
on their first page in the sponsored links area under any phrase you type
in, and our company is allowed to have one of those spots to place our
client. Once the spot is gone it would belong to you. Give me a call if
you want to be on Google.

If you look at the letter above and then look at the google webmaster guidelines, are they alleging a special relationship with google? Are they promising first page results? They do promise to be a "TOOL"
